Yes, I believe 0% thru 50% is "off" and 51% thru 100% is "on"
Not sure why you would need it to be anything different, but you could build yourself a custom profile via the Fixture Builder in Patch if you feel it is worth the trouble.
I can see where you would want to control when a non-dim comes on during a fade with other desk channels. For example a fluorescent coming on at the beginning of a fade rather than halfway through. This could be achieved using desk channels combined with a fade 0 delay 0. But obviously this isn't a global solution like Marty's custom profile suggestion.

Sure....done easily by just adding a delay time on your non-dim fixtures in
the cue.
You can change the default Path of a desk channel to 'Start' or 'End' in the Edit Fixtures window, this will have it snap to any intensity change at the beginning or end of the fade respectively. A bit easier than having to add delays every time, and also forces the desk channel to snap, making it more non-dim-like. And of course, you can override this in any specific cues if you need to.
