Just wondering if anyone out there can provide some information on how to properly bench test a ballast for a cyberlight. Is an LCR meter the best choice? If so what values should I expect on each wire. Is there a better way to go about this? I'm trying to avoid the "swap" technique when it comes to troubleshooting.
