Quick Emulator question

I just picked up four Emulators and a controller on the cheap. Three of the Emulators are totally fine and I love them... One unit's lamp will not fire.

I have taken the lamp out of that fixture and tried it in a working fixture and it is working fine. I have noticed that the fixtures have a very distinct striking process. It seems that they initialize by calibrating the internal motors twice, then they basically shut down for a quick second and upon powering back up, the lamp strikes.

The bad unit skips this step and therefore does not strike the lamp. I am just wondering what part I need to order from lightparts. I am assuming that a new ignitor will do it, but I hate to drop the cash on that and have it not be the problem. Thanks for any help!
