Help with softening a single layers edge

Yes, this is commonly done. What you do is adjust the z-position of the 2nd layer so that it is in front of the 1st layer. Adjust the Scale on the 2nd layer to adjust the size to what you want.

You can then use the Drop Shadow effect to soften the edges and give it a softened frame like a real screen would hanging in front.

You can also try using the Gaussian Blur effect to soften the whole image....one my personal favorites:)
