Quick way to program adjustable TV or Fire flicker

Looking for some tips to quickly program 16 channels of LED packed into a 2'x1' box for a TV effect. Will want to adjust the highest and lowest setting, fade timing and speed of the effect. I always seem to fall back to a random chase q list with multiple ques and copies of some of the q's to alter the timing of the chase. looking for a quicker solution.

I would use the FX engine on intensity and color.
Use a combination of ramps and steps on the different LEDs.

Either one Cuelist with each cue an FX

or

Make a variety of FX each as Cue 1 on its own cuelist.
Then a master cuelist to trigger them.
