I have a client trying to use a Hog2PC with Chauvet QSPOT 260 LED Fixtures.

How would I get/make a fixture profile to get it working on a Hog2PC and is it even possible?

You can make a fixture library yourself by following the instructions on page 165:
www.flyingpig.com/support/hog2/manuals/hog2_v4.pdf

Or by using the generator on Denis' website: www.denis-hessberger.de/denis-hessberger.de/software.html

Both are really simple and do not take much time...
